What is the situation in public support for elderly health and social policies? The situation for Turkey and the world

Aging is closely relevant with public issues like health, social security, education and employment and this necessitates a discussion on rights as well as the context and coverage of public policies. This study aims to present economic and political reasoning for the transfer of the role of the family and community to public, to examine the shortcomings of the approaches assesing aging as an economic burden, to evaluate the mechanisms in public support for elderly health and to compare the situation for Turkey. Regarding the practice in the World, it has been concluded that in Turkey, the resources allocated and the organisational capacity are inadequate, lacks an inequalities approach and is constructed on an emphasis on family and community-oriented mechanisms. If they are not provided with public support and protection, the abandoned elderly of the new value system, take their place in the community among most vulnerable groups, despite their diminished physical capacity and deprivated social and economic resources.

Yaşlanma; sağlık, sosyal güvenlik, eğitim ve istihdam gibi toplumsal hayatın önemli alanlarını yakından ilgilendirmekte ve bireyin hakları yanı sıra kamusal politikaların içeriği ve kapsamına dair tartışmayı da gerekli kılmaktadır. Bu çalışma; yaşlıyı desteklemede aile ve toplumun rolünün kamusal alana geçişinin ekonomi-politik nedenlerini sunmayı, yaşlanmayı bir ekonomik yük olarak değerlendiren yaklaşımların eksikliğini irdelemeyi, yaşlı sağlığına yönelik kamusal destek mekanizmalarını incelemeyi ve Türkiye ile karşılaştırarak değerlendirmeyi amaçlamıştır. Dünyadaki uygulamalar incelendiğinde; Türkiye'de bu alana ayrılan kaynakların ve kurumsal kapasitenin yetersiz, eşitsizlik perspektifinden yoksun ve aile veya toplum temelli mekanizmaları öne çıkaran bir kurgu içinde olduğu görülmektedir. Yeni değerler sisteminin yalnızlaştırdığı yaşlı bireyler, azalan fiziksel kapasiteleri, sosyal ve ekonomik kaynaklarındaki yoksunluklarına rağmen, kamunun destek ve korumasından mahrum kaldıklarında, toplumun en kırılgan nüfusları arasında yerlerini almaktadır.
